New Istanbul provides opportunities for both movement and temporary settlement in the event of an earthquake in the Istanbul metropolitan area. The strategy includes logistics and primary healthcare facilities. When not used for evacuation purposes, open sites can be used for recreational purposes. New Istanbul also integrates security and incident response systems into the city’s framework without an oppressive, fortress appearance. The incorporation of a subway system provides a network of safe zones for evacuation throughout the city. Each cluster contains a combination flexible space to accommodate daily life which can be quickly converted to support a variety of emergency response scenarios. Each cluster is segregated to provide its own power and life support function. A centrally located Incident Command and Control Center occupies the underground convention center and hotel within the Central Business District. This location is also responsible for the emergency telecommunication network during an incident.
