Concepts for New Istanbul, Center of Centers presents
design concepts, guidelines and recommendations for New
Istanbul, Turkey, the proposed global city to be located
on the Black Sea near the Bosphorus Strait.
New Istanbul will cover 74 square kilometers with a
residential population of nearly three million people (with
an additional daytime population of nearly 400,000). As
the Center of Centers, it will provide Turkey with an
unparalleled opportunity for international investment and
new revenue streams for the nation. It will be connected
to the world, nation, and its metropolitan region through
an integrated air, rail, water, and road transportation
system. And it will provide Turkey with a model for
building sustainable, safe, and healthful cities for its
people.
This report is divided into three sections.
Section I: General Concepts
•
Places New Istanbul in its international,
national, and regional contexts to identify it as the new
Center of Centers.
•Lays out New Istanbul’s goals and objectives as a
21st-century global city.
•
Provides concept plans and guidelines for
New Istanbul’s development focusing on themes
• such as land use,
transportation, environmental conservation, sustainability,
public safety, and civil defense that will assure its
efficient functioning, fulfillment of its investment
potential, and return of revenue to Turkey.
Section II: Three Districts
• Provides detailed concepts and
guidelines for three representative districts in New
Istanbul: the Central Business District (CBD),
Lakeside District, and Seaside District.
• Illustrates the CBD as one of the
world’s premier addresses, with global corporate offices;
high-end hotel, residential, and retail facilities; and
internationally-recognized cultural, university, and
technology centers making New Istanbul a center for
foreign investment as it improves the quality of life of
the Turkish people in areas of economic development, and
educational and employment opportunities.
• Illustrates the Lakeside District as
a representative mixed-use/live-work area surrounding one
of New Istanbul’s many lakes and conveniently tied to the
rest of the city with rapid transit and providing
residents and families with housing, parks, schools,
markets, and services that will create a high-quality of
life.
• Illustrates the Seaside District as a
representative New Istanbul mixed-use/live-work district
that meets the Black Sea coast with public recreation
grounds and institutions and taking full advantage of the
sea coast’s topography to provide high-quality housing and
workplaces for its residents, visitors, and workforce.
Section III: Research
Summarizes research that supports the
concepts for New Istanbul,
including but not limited to:
• Global cities
(e.g., New York, London, Tokyo, Hong Kong, etc.)
• Large scale urban development (e.g.,
La Defense, Paris; Tsukuba City, Japan; and Pudong • New
Area, Shanghai)
• Sustainable design (e.g. wind, sun,
and water); and port and airport design.
• This research demonstrates that New Istanbul can be
achieved through the use of “best practices” from
around the world.
